3. Make a new ajustment layer. Go to Hue/Sat and set the Sat to zero.
4. Make a new ajustment layer again. Make a solid color you like. Like here I am starting out with blue.
5. Make a nother adjustment layer with an entirely different color. Im going to use green.
6. Make ANOTHER adjustment layer and do another color. Im going to use purple.
7. Make yet ANOTHER adjustment layer and do another color. I'm going to make a yellowish color.
8. Hm. Still looks like a solid color. Well, boys and girls, here comes the fun part. Go to Filters > Renders > Clouds and do this to the first adjustment layer. Then simply CTRL + F on each adjustment layer except the Hue/Sat layer. DO NOT MESS WITH THIS ONE.
For the next couple of steps these layers need to be under the adjustment layers to work.
9. Make your text and what not, and just do a solid color, it should blend it anyway.
10. Make your boarder. 15px Red border would do nicely and set all of its Style.
11. Put your stock image or render under the border.
And there you have it.
